Workaround to Install Microsoft AppLocale Utility in Windows Vista

Microsoft AppLocale is a utility that allows Unicode (UTF-16) based Windows XP and 2003 users to run non-Unicode legacy (code-page based) applications without changing the current system locale. AppLocale automatically detects language for non-Unicode program and simulates a corresponding system locale for code-page to/from Unicode conversions. Although AppLocale not yet been updated for Vista, it can be used without any issue. However, when trying to install AppLocal in Windows Vista, the following error will occur.

There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel and package vendor.

Installation Incomplete

The installer was interrupted before Microsoft AppLocale could be installed. You need to restart the installer to try again.

Click “Close” to exit.

The installation problem is likely caused by User Account Control security measure. If you turn off User Account Control, the error likely to go away and AppLocale can be installed properly. However, here is another workaround that do not need you to take security risk by disabling UAC.

  1. Run an elevated command prompt by right clicking on Command Prompt on Start Menu and then select “Run as Administrator”.
  2. Click on Continue when User Account Control dialog prompt comes out.
  3. Change directory to the folder where you put the apploc.msi Windows Installer Package.
  4. Type apploc.msi to start the setup.
  5. The AppLocale installation will complete successfully.

    i have download and save the Applocale on my desktop, but when i go to the command prompt, i am not able to use command to local my file. What should i type to locat the file?

    is that cd "c:usersdesktop"………… that all.

  • This really helped a lot, thank you. I've finally gotten AppLocale to install succesfully. The only problem I have with this, though, is that the directions weren't all that clear to me at first. I'm great at working with computers, but sometimes things just confuse me. During the 'change directory' step, I got a bit lost. What you're supposed to do is type in 'cd "(whatever directory you want here [wherever you put that Apploc file], like: C:Users(whatever here)Desktop)" '. And then, during the next step, you're supposed to type in 'apploc.msi'. I hadn't known at the time when I was following these directions that you had to SAVE AppLocale (press download, then save) to a folder, or something more convenient, like your desktop, and THEN type in apploc.msi. Although, those were the only problems I had.

    Please help! It used to be that once I setup a program through App locale I could open the program and it would work properly and display the correct language. Now that I have transferred to a new computer (both running the same version of Windows 7) I have to run App locale as administrator every time, search for the program every time, and go through the whole process like that. Does anyone know what could have gone wrong?

  • On win 7, right click to installation file and then click troubleshoot compability. It worked for me.

    • You're amazing! This fixed the problem I was having so easily. You might want to mention that they have to uninstall it first if they've already tried and failed at installing it beforehand.

    First, you type cd "[directory]" where [directory] is the location your applocale file is in (for example, cd "C:USERSUSERDownloads").

    Then, you type apploc.msi to run the file.

  • By changing system language locale which is normally set to same language as Windows itself to application’s native language, the garbled and gibberish text displayed can be shown properly if the correct locale code page is selected.
