True I wouldn’t call this a hack either, and it certainly can get annoying because it makes the window in particular come to the front. I thinkt ahts why its an accessibility thing.

To just activate a window without moving it to the front, use True X-Mouse (google it).

What this *should* hack, is Explorer! I only want to hover over either the left/right pane, to start scrolling! I don’t want to have to click to scroll.

Sorry but this does not qualify as a “hack”. It’s a built in fuction of Windows 7 and its accessible through the Control Panel…
