The instructions have changed a bit since when you wrote this post and now, but it was good enough to help me find where to turn off the icon. Was bugging me wasting space when there were no notifications. Thanks!

Hello,
On my Windows 7 computer it started to say started to say: cannot find C:\Windows\System32\Config\Desktop. And the sidebar would not start because it said that the .ini file was in use. So i did a system restore. It now works, but, the action center icon doesn't show up unless you turn off all system icons, apply, close the notification window, and then then wait for a while, then it will show, and then you have to turn all the system icons on again. I don't know what's wrong, any ideas? I dual boot Vista and Windows7, the trouble started after I restored a onecare backup on the Vista Partition, and I burned a couple of DVDs, would that have affected it?
