Yeah, this is totally a useless function - at least it should allow you to set settings for mute, so you can mute/ignore based on to: cc: or subject line. If i wanted to get off a mailing list email, i would just unsubscribe - why mute it?

I would really like a Mute function that actually mutes a conversation
even if I am in the TO or CC headers. I don't really see the point of
muting a conversation when I am in the BCC header, I mean no one can
reply to me in that conversation anyway. I usually get a lot of
messages from groups of people that sometimes I wanna listen to the
conversation but some others I just don't and there's no way of muting
them because I'm in the TO or CC headers.

I really find the Mute function annoyingly useless.

I would also like to point out that it is utterly impossible to unmute
a conversation that's in your inbox (this happens because even though
you muted it, it was sent to you on the TO or CC headers). You have to
search for it or archive it and then move it to your inbox to unmute
it - which is tedious and annoying.

I don't have a "move to inbox" in GMail. GMail doesn't think of things as inbox or archive - it's all just mail with filtering features.
