I go to Adobe Flash Player Settings and click on Advanced. It just takes me to another webpage: http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager.html

Doesn’t let me apply any settings at all.

one can control the cookies settings in Adobe Flash Player Settings Manager ->Global Privacy Settings panel.
