		<description>Open the picture to be resized with MS Paint (Start .. Programs .. Accessories .. Paint), click on &quot;Image&quot; .. &quot;stretch/skew&quot; .. select the required compression factor .. and save resulting image in .jpg format. This is a very easy method to resize pictures before mailing.</description>
